Normalisation cannot be confirmed by one story

After a crisis, the first successful transit may be symbolic rather than representative. Genuine normalisation requires simultaneous improvement in security, volume, insurance, ports and operator behaviour. This framework separates leading indicators—which move quickly but may reverse—from lagging indicators, which are slower but more robust.

Leading indicators

De-escalation statements, cancelled strikes, temporary corridors or escorts can improve expectations before traffic reacts. They are useful for deciding what to watch, but they do not confirm the result. JMIC has at times warned that the absence of new attacks over 24 hours should be read as a lull rather than a change in intent.

Coincident indicators

Completed transits, the diversity of vessel types, continuity in both directions and fewer prolonged anchorages describe current activity. They must be compared with a baseline and available coverage. A rise from near-zero levels can still represent exceptionally reduced traffic.

Lagging indicators

War-risk premiums, freight contracts, carrier schedules and inventory replenishment usually take longer to normalise. That is precisely why they are useful: if they remain elevated after military conditions improve, the market still does not trust the stability.

Our normalisation rule

This observatory should not use the word “normalised” unless there are sustained transits, no recent material interruption, verifiable improvement in cover and commercial terms, and consistency between official and operator sources. “Open” describes the possibility of passage; “normalised” requires continuity and friction close to ordinary conditions.

Building a meaningful baseline

The comparison should not use only the worst day of a crisis. A sharp rise from near-zero activity can look impressive while remaining far below ordinary traffic. A useful baseline spans several comparable periods, separates vessel classes and examines direction of travel. A recovery concentrated only in outbound or inbound passages may be the release of a queue rather than a balanced return of commercial flows.

Duration is equally important. One safer window can allow a convoy or a group of delayed ships to pass, producing a temporary spike. Normalisation requires repeated observations across several windows, without a new material interruption and with commercial conditions improving at the same time. The threshold is therefore deliberately higher than the threshold for saying that some transit is possible.

What the monitor's own history can and cannot show

The public archive is useful for auditing how classifications changed, how often uncertainty was published and whether confidence was later corrected. It is not a vessel-count database. The distinction prevents editorial decisions from being mistaken for physical traffic measurements and keeps the normalisation assessment tied to operational evidence.
